I bought my 1450 off of letgo for under $200. It came with some old SignMaster (so about a year old) that didn't work, and so when I hooked it up, the import controller wasn't working, so there was no cut command, so I did all of my correction on a PC and exported to Flash. My plan was to do all of my work on a PC and then cut the art into the cutter using the Windows driver and the software I bought. I had to buy the Flash drive, because I hooked it up to my PC instead of the cutter because the cutter won't take USB drives. Once you export to Flash, it won't let you cut it; you need a flash drive for the cut command. I'd been planning to buy a USB thumbdrive, but they were extra, so I went with a flash drive, so figure I could get a few hours worth of cutter use out of it, since it is USB 3.0, and won't even stick in a USB 2.0 slot. Unfortunately, I didn't think of this when I bought the thing, and it actually read the math files I saved as being incompatible with the FlexiCut software. So I had to download the free math editor from SignMaster and edit the files myself to save them. It only took a few hours to do everything, but it's a pain to go back, but it's better than not having something to cut at all. I have the USB drivers and FlexiCut, and the reason it can't cut it is because it doesn't have a communication port. If you were to look it up under resources/technology, you'd see that the cutter doesn't have support for USB. You just need the USB drivers and the software. Unless it has a serial port or something, it doesn't have anything to do it. Obviously you can still cut it, you just need to do it using the PC with the software that comes with the cutter, but if you have anything else to do the art work, you'd also need the SignMaster software. So, I guess, the main thing I would do is hire the cutter to cut everything for you. Like I said before, I got mine for $200, and the cutter has been around for a while, and I'd say you can get it around $200 to $300, especially if it was used.
